@Devon, data is the answer. Silent middle are typically the so-called passive energy consumers, who don't switch suppliers often and who don't prosume/ participate in energy initiatives. The consumption data is clearly indicating which consumers are those. Of course privacy provisions do not allow such energy consumer profiling. But it's technically possible and very easy

I follow up question regarding the silent majority is what is called participatory democracy. It is well known from empirical studies on public participation in environmental matters that poor and less well-educated groups of society are unable to participate effectively in decision-making procedures. This means that wealthy and well-educated groups of people have more means (i.e. knowledge) are more likely to shape the outcome of the decision-making during co-creation processes

@Sara, indeed, this is the case. There are studies regarding energy and data poverty, and energy and data democracy. But I believe there is somewhat of a gap in the research related to involving vulnerable consumers in the energy co-creation (e.g. collectives) and decision making.

did you get any concretely usable Outputs you really used? often the Outputs provide some vague Inspiration but rather disappear
There is also the option of asking the simple question to the stakeholders and participants, 'Would you like to set the agenda for our next meeting?'
Having an independent facilitator lead the meeting discussions removing that hierarchy issue during meeting
another interesting question would be, how to make sure that every participant understand the value of co-creation. e.g. I developed power to heat in Eastern Germany, invested a lot of money, thoughts and time in several solutions, but the public utilities did it then by themselves, because they have the power

@Lies Debbaut: it might be interesting to contact existing citizen (energy) cooperations in Brugge. The already have existing communication channels and show interest in the carbon free energy transition.
